I'd like to point out that the amount of training to make the gun fairly safe to use for yourself and those around you is much smaller than the amount of training needed to be good with it. Most police agencies do not train their officers to be "good" with their guns, only to be "safe." That's only a couple of hours of instruction, with maybe some study material later, and a few dozen round fired at a target. I'd consider that only slightly better than being able to get a default at all, and certainly not enough to get a skill point.
Also, familiarity penalties for different actions make sense, theoretically. In practice, most people I know that shoot a particular type of firearm have also shot most other types of firearms. They may be slow with a bolt action, but they are not "-6 slow." And they're certainly not looking at the bolt after firing and wondering "how do?"
