Restoring health

Does 'a player can loose level to heal up to three hits' and 'you can never reduce level below 1' mean that when at level 1 you can always heal the full health?

If you don't have the actual Level to sacrifice, you can't sacrifice a Level to heal yourself, just like you can't discard your hand when you have no cards in it. . .
