Default Malfunction - shouldn't it also apply to all TL4+ devices?

According to the Optional Rule for Malfunction;
B279: Optionally, all firearms and grenades have a “malfunction number, ....
AND
B407: This optional rule applies only to firearms, grenades, and incendiaries...
So the Optional rule on B279 is expanded in B407 to include Incendiaries.
Now technically;
1. Shouldn't this also apply to Liquid Projectors, Aerosols, Mines, and Bombs as well?
2. In fact shouldn't it apply to any TL4+ device?

Just curious as to what everyone thinks.

It applies, but the vast majority of devices used by PCs will have a Malf. number that matches the critical failure number, i.e. 17+. Most of the popular late TL8 firearms will also have Very Reliable and never malfunction unless lack of maintenance has reduced reliability.

Modern firearms simply do not jam as often as black powder weapons. It happens, yes, but it's not one in every ten shots or even 2%, which is what Malf. 16 and 17 mean, respectively. It's more like 1/10,000, for a well-maintained Glock or SIG pistol.

Currently I had all weapons maintain their current Malf# but added the 'ver' to each one. As written, the Malf# is way to high in my opinion..
I also leaning to all TL4+ devices having a Base Malf# based on TL as usual.

I do the same thing and I also apply Malf to TL4+ devices. Those such devices that cannot explode simply break.
I like realism but I also try and make it to be simple and follow RAI.
