The card says "...put all your powers on the bottom of the door discards..." does it includes the powers your are not using but are in play (sideways)?

Powers aren't items, and therefore cannot be played to the table in that fashion.
If you cannot legally use a power on the table, you must discard it, not turn it sideways.

Yes. If, for any reason, you can't use a Power you have todas discard it.
