Yes, all damage types except for crushing always do a minimum of 1 damage (before applying DR). See "Damage Roll", p. B378.

Using high heels to inflict piercing damage with a stamp kick is probably realistic, since most stamp kicks are delivered using the heel. There are a number of cases where people have been stabbed to death using stiletto-heeled shoes.

Consistently inflicting extra damage with kicks while wearing high heels is cinematic, although the GM might allow some types of kicks to inflict piercing damage on a critical hit.

Realistically, it might be possible to buy limited versions of the High-Heeled Heroine and High-Heeled Hurt perks which only work in certain situations.

For what it's worth, this video does a decent job of showing the sorts of kicks where a high heel can do extra damage:

In particular, at ~0:46 into the video you can see the effects of a spin kick to the abdomen delivered in high heels, where the heel strike punches a hole in the practice dummy.
