Compact Frame + Selective Effect
Would it make sense to apply this enhancement to this perk (increasing cost to 2 points) that rather than reducing your effective SM by 1 for the entire body you are able to do it for only the parts of your body you want? The advantage being that you could still do things with the parts of your body you don't compact, so that if you crunch up everything but your arm to fit into a narrow alleyway, your arm could still reach out and fire a gun blindly?

I wouldn't even bother. AS a GM in this case I'd have no problem with high SM character scrunching down into a tight space and leaving an arm free. They'd be at a penalty to their skill as they do not have full movement, but it wouldn't be prohibitively bad (like -2 or so, I'd probably look at cover based penalties).
