Not everyone uses tactical hex-grid maps.

And I'd like to see the GM who wants to put 169 minis on a map.

Agreed on needing the formula. GURPS Zombies will invoke it, for what ought to be obvious reasons. There, I wrote it as 1 + 3×R×(R - 1) to avoid an ugly superscript. Same thing, though.

Without Tactical Combat it's just a circle with area pi*r^2, isn't it? A giant hex only makes sense with hexes to start with.
