A quick look online shows an autoignition temperature of between 320F and 360F for smokeless propellant, while cotton (the coolest-burning cloth material I found with a quick search) burns at around 410F. So as along as the cloth burns long enough for the heat to penetrate the brass casings and heat up the gunpowder, it should work.
