Default Illuminati 2nd Ed. Power transferrable in defense?

When another player is defending their group from being destroyed, does the defender get to use transferable power? In particular, from other groups and/or from their Illuminati card? Or is the defense stuck to their location's boost from their distance from their Illuminati card and cash only?

It seems that the instruction booklet says, on page three, under the "POWER" section, at the end of the first paragraph:

Quote:
If a Group has two numbers (for
example: 7/4), the first number is its regular Power
and the second represents the portion of that Power
which can be used to assist another Group in an attack
(transferable power).
This is the closest a mention regarding the notion that we have found yet. My wife's argument is that it is not the description of the power to facilitate such an act. Mine is that it doesn't say "not" and actually suggests that it does imply exactly that. I was doing well enough and conceded but did win although it's only our second completion of this game (but not quite our only second attempt, lol). Hence their attacking me. 3 players only but we're trying to grasp the game before we introduce more to it. Especially because we like it.

It has been a while since I last played, but I am fairly certain that transferable power is for attacking only, not for defending.
