Michael's efforts to get into Codina's mind meet with a certain amount of resistance from her deliberate efforts to confuse things. After a bit of effort he is able to get inside and detangle what he is seeing, though it isn't easy with this amount of noise; in the meantime he catches a lot of stuff about various things that have supposedly happened to Codina, some of which are merely contradictory and others of which, when partly detangled and mixed in with actual thoughts, create some quite disturbing images. The opinions that you can form of someone from all three stages (fiction, fact and mixed) can be interesting...
To further clarify the information in this post:

Symbolic Telepathy System:
For reading:
  • Initial roll is made using an appropriate skill (Telereceive, etc).
  • A telepath can oppose this with a WILL + Mind Shield roll. Non-telepaths don't have the mental machinery necessary to make this roll, or even to be aware that they need to.
  • If appropriate a Mind Block roll for the target is made. I personally disapprove of this skill, since filling your mind with nonsense like that to the point where someone can't get anything useful from you will effectively incapacitate you (i.e. require Concentrate actions for the entire time). I'll allow it without that for this game.
  • A Psychology roll is made to interpret what is found; this is in a Quick Contest with Mind Block if appropriate.
  • Multiple Psychology rolls are needed for multiple questions, multiple pieces of information, or long searches for a buried piece of information.

For control:
  • A Psychology roll is made to format the intention into an appropriate pattern for the target's mind.
  • A roll is made using an appropriate telepathy skills (Mind Control, etc).
  • A telepath can oppose this with a WILL + Mind Shield roll. Non-telepaths don't have the mental machinery necessary to make this roll, or even to be aware that they need to.
  • If appropriate a Mind Block roll for the target is made; normal rules don't include this for control, but that same noise is going to interfere both ways. It is opposed by the success of the Psychology roll in a Quick Contest.
  • A Psychology roll is needed for each Control effort.

Language and cultural penalties apply to Psychology rolls.

You are correct, I had mistakenly calculated it as an Average skill.

Having solved one apparent case of the Verb doing its thing, it might now be useful to look at what has happened elsewhere; you got something attention when you stopped them from sorting stuff out, but the chances of having walked in on the only instance of it doing something first time?

Ground Floor: Reception, Archives, Meeting Rooms
First Floor: Canteen, Main Office Space
Second Floor: Management, Office Space

So far you've done two off the Ground Floor. Where would you like to try next?

"People who did this" in what sense? The Fundamentals who have sealed the place off? Or the work that the documents record? For the first, talk to Eight. For the second, the inspectors are probably in the building, but the people that they were inspecting are going to be elsewhere.

Eight doesn't know who left them. It might be possible to track back through who was in the meeting room last. Whoever it was will probably be upstairs somewhere, unless they left the building before the lockdown.
