By RAW it doesn't. Kaz houseruled that in. It's a pretty simple fix to the common issue of damage-on-parries being the main killer of unarmed combatants. I've used the houserule that damage-on-parries is only 1/2 normal, instead of full damage, but even that is pretty devestating. Other ideas that have been tossed around are making all damaging parries (armed and unarmed) use the rules for the Aggressive Parry technique from MA, or giving the unarmed attacker a defense roll against the damaging parry.

The simplest solution though is to leave the rules as-is, and just give the unarmed fighter "limb" Strikers (ie, a striker that's part of an existing body part (shin, forehead) rather than a new one (horns, tail) - see MA47). That way, they're always treated as armed.

How would that work with bitting?

You can define a Cutting or Impaling limb striker as being a bite instead of a claw or horn.
