First off, thanks to Ghost Dancer for the amazingly quick response. I checked out Plant Spells and your breakdown based on that makes the most sense to me. Especially after reading though some of the "why does it cost more to detect common" thread.

You may be right that "humans' is not intended to be a subset of "animals" for that purpose. I don't recall seeing an actual definition, but it is obviously the case for Animal Empathy and Speak With Animals. At any rate, the utility comparison based on size alone strongly favors the latter, as a set several orders of magnitude larger.
