Am I missing something about Excellencies?

1st/Overwhelming:
On Active: 1 mote per die; i.e. 0.5 successes per mote.
On Passive: 1 mote per die, a success gives +2 trait rating; i.e. 0.5 levels of DV/etc. per mote.

2nd/Triumphant:
On Active: 2 motes per success, i.e. 0.5 successes per mote.
On Passive: 2 motes per +2 trait rating; i.e. 0.5 levels of DV/etc. per mote.
This is stated to be less efficient than #1.

3rd/Resurgent:
On Active: 4 motes to reroll a roll (and pick the best result); results vary by dicepool, of course.
On Passive: Increases DV by half the Ability, costing 4 motes. I'm assuming Exalted round up as usual?

So really, what makes #1 more efficient than #2?
