Default [Magic] Magery (Full power only)

Looking for a percentage value for a magery limitation: Full Power Only. The mage must always spend the maximum Fatigue allowed by their magery talent. This might offer a reason to have more balance between points spent on Magery, IQ, and spells?

Like -5%. This is really only going to affect Missile spells and a handful of other spells.

Unless they also have to "full power" area spells and healing spells, etc. Like how are you adjudicating say the Hide spell? Do they have spend all their FP? Or is this literally only affecting spells whose cost is "enhanced" by Magery (if so, -5%)?

Not likely. It means they save 1 exp* every two levels of Magery they buy and only cast Missile spells when they have time to rest after. There are still loads of other spells that remain unaffected and that are better than Missile spells.

By balance do you mean, magic is too powerful? The assign a higher Unusual Background cost. Or implement only X schools or school restricted Magery only, for example GURPS Dungeon Fantasy bans wizards from healing school, and so forth.

I find with the 115 points for a IQ 14 Magery 3 before a single skill or spell to usually be a substantial investment and opportunity cost...unless it is a high point build game. Then again I do not usually go with IQ14M3 for many of my casters.

What are we trying to address? Balance means different things to different folks. Just trying to clarify what we are working on fixing. :)
