Default [Psionic Powers] Slow & Sure Conditioning, RE'ing "Faster"

A casual google search didn't pop up an answer, so I figured I'd ask before I took a stab at it:

In GURPS Psionic Powers, an enhancement for Mind Control was added that allows for permanent conditioning rather than the more temporary changes permitted by the Conditioning enhancement. Called "Slow & Sure". Slow & Sure has a dependent enhancement that allows it to take less than an hour.

Time increments are: one hour, ten minutes, one minute, ten seconds.
Cost increments are: +0%, +30%, +45%, +75.

Anyone happened to have reverse engineered the values so that it can be extended for longer and shorter required times?

PK could tell you for sure, but it looks like he based it on buying down an inherent Immediate Preparation Required (although it looks funny at the ten-second level), suggesting that increasing the time requirement wouldn't be as big a limiter as just adding levels of Takes Extra Time. I'd guess that intermediate advantageous levels would be derived as functions of the IPR values. For times quicker than ten seconds, I think I'd just use Reduced Time.
