I'd expect it to happen sometimes, but not always. The psychology of Falling and Redeeming can be quite strange.

In both cases they gained dissonance by pushing mortals towards the 'wrong' afterlife - so they'd probably just build careers out of what caused them to Fall/Redeem.
Of course, this could involve the same individuals: so the mortals they 'failed' would become their prize subjects.
