Ahhh, one of the many reasons why I threw up my hands and gave up trying to convert Star Wars (and many other settings) and instead filed off the serial numbers and did my own thing. Nobody can point at my elite shock troopers and say "But but in the movies..."
Still: the first part of the solution is to realize that Storm Troopers are extras in a highly cinematic world. They take a point of damage, they die. They don't even get to roll for defenses. Chances are, if you hit them, they die. Furthermore, their armor doesn't seem to actually do much. The unarmored rebel soldiers seem to fair about as well as storm troopers in a blaster-fight. I think I'd just assume that stormtrooper armor is a light NBC suit or vacc suit, like others here have suggested. I know the lore tells us that Storm Troopers are teh ubar elite soldiers with teh awesomest armor and training and genetics evar, but what are you going to believe? The lore, or your own lying eyes? Players will expect the armor to do so something (so a little DR is useful), but they'll cry foul as soon as the first storm trooper shrugs off a blaster bolt, whatever the lore says. So you either have to limit their armor, or do what I suggest at the beginning and make your own world unburdened by baggage |

It's also about the only ay I believe the little suckers end up occupying the ecological niche they seem to fill on Endor, anyways. Yub-Yub, indeed. |

Ok, I know this is not how they fought in the movies but alot of things in the movies are not the way they would fight in real life. If I were a group of ewoks trying to bring down storm troopers I'd ambush and swarm them. MY buddies would hold one down while I pulled off his helment and brained him and then we'd move along to the next one. We'd suffer some pretty heavy casualties but we'd kill stormies off to and combine that with all our traps which instead of rocks would be deadfalls and sink holes or rigged land slides allowing us to get close and grapple the Stormies would be the order of the day. That's how I would do it if I were an ewok anyway.

Quite true. When was the last time you saw a Trooper shrug off a hit with anything?

Its obvious that Star Wars defies logic, even in science fantasy, thats why the GURPS translations are hard... but it has been done.
You could do something more... logical perhaps. Star Trek conversion? :) |

In Star Trek, it's very difficult to explain why they don't use the transporter to create an army of Picards and take over the universe.
