I'm trying to build a power that has the following effect:
An insubstantial phantasmal "carrier" is generated per use of the ability (up to a maximum), and this carrier then proceeds to approach the target much like a zombie or ghost to touch them (they have no other abilities). Their touch attacks the target with a touch-based Affliction and forces the target to make their normal resistance roll (as with any Affliction), and then the phantasm disappears; obviously this touch-based attack can be dodged by the target as well. The phantasm remains until it either touches the target or is dispelled by the "caster" / "summoner", whichever comes first. I thought a good place to start would be Ally, with Minion, Summonable, and Frequency of Appearance: Constantly (if I want to remove the additional failure point of "summoning" the affliction-carrying phantasm). Within the point value of this Ally is the Affliction I with which I want to affect the target. Am I off? Or does that sound about right?
