Maybe the ammo is very old and is dangerous to use, like some old german army rocket supplies decades old and sweating nitroglycerine, still in the depots due to problems to scrap them, or the ammo is just usable in specialized systems not stored there.

No Alcohol, no cigarettes not since the late 80s.
The OP was asking about USA National Guard (same as all US military for the past 25 years) no drinkable alcohol is issued or stocked as a deployment supply, period. It is purely a purchase on your own time,with your own money, if its allowed in the situation and available. Same goes for cigarettes. You can buy them if you have currency and can find them, but the Army doesn't supply them to you other than perhaps making them available for purchase if logistics allows. There might be an exception for something like an Aircraft Carrier which stocks "civilian goods" for purchase in shipboard shops, my experience isn't Navy so I'm not 100% sure about how this might work. No matter though its limited and you aren't going to find those stores untapped unless something super fast and virulent has killed off everyone (say 98% or better) before they can react to it. NG and Reserve posts/depots aren't big enough or remote enough to have that kind of facility on base. If it's an Active Army post and remote enough or perhaps during some kind of extended lockdown there might be a PX truck that shows up to let people purchase basic stuff; hygiene, snacks, personal electronics, very basic clothing (t-shirts, underwear, sweats, socks), cigarettes (if allowed). More likely people get their stuff delivered via Amazon or make organized trips to a nearby town for 'supplies'. NG probably live close enough to go home and get stuff or have spouses bring it. |

You might get issues with corrosion making them to allow the bolt to close, they might not be as accurate (not that military ball ammo is terribly accurate to begin with). I regularly shoot 22LR Soviet made in 1973 its still got the USSR and CCCP stamps on the boxes. The lead is definitely a little old, it has that sheen of soft lead "sweat" on the projectiles, but it still shoots fine from a revolver or a bolt action. Mil spec stuff sealed in ammo cans or heavy duty plastic bags will be good for way more than 50 years. I have fired WWII ammo that wasn't stored with any particular care in the past year and it was fine. |

Well, a depot that has already been looted may have leftover stuff that no-one wants, but that's a different issue. If there's generally useful stuff still there, there's some factor preventing looting, that will interfere with PC looting as well.

The size and purpose of the depot is very important, as in the posts above a depot made for reparing tanks has other stuff than one which supplies a forward base or a airport. Also I guess you speak about a US depot? Even under NATO members a lot of things people are allowed to have or consume varies a lot. |
