Everyone understands that they're supernatural for their overt magic. But not everyone may immediately understand how their "tiny" strength, and mass are supernatural as well.

Neither was Reepicheep. But he was around 2', or SM -3 to -4. A real mouse is around SM -10 to -12, and its ST rounds down to 0, I'd say.

Yes, exactly. If you wanted to use the full apparatus of GURPS Powers, I'd say they have ST -9 [-90], with Lifting ST +4 (Magical, -10%) [11] and Striking ST +4 (Magical, -10%) [18], net cost -61.

I generally don't give creatures with Dependency (Mana) a Magical limitation (it seem like double-dipping, and you can figure that the dependency represents burning health to make up for missing magic).

I don't agree. The Dependency means that they start dying when deprived of magic; but the Magical limitation means that a special ability diminishes or goes away, and not gradually but quickly. It's kind of like the way Superman, when exposed to kryptonite, used to both experience pain and failing health, and become unable to use his powers.

Put one in a flimsy anti-magic cardboard box, and they'll not only slowly die, but be unable to break out. Doesn't sound exactly like double dipping to me.

If anything it sounds uncomfortably excessive in disadvantaging a character. It's seems like begging for the GM to use such traps and dangers.
