Rick and Morty GUALs

There is a cycle of GUALs in Rick and Morty that have an additional effect if played by a character of a certain class, for example 'Hit the sack, Jack!'.

If I am a Lvl 9 High Schooler, am I able to play this GUAL for it's additional effect and not advance to Lvl 10? Or do I have to be a lower level to use the GUAL and it's bonus effect?

You cannot play a GUAL card unless you can gain the level.
