I handle it with foes the same as I handle all advanced tactics for foes... only if the foe is "worthy" of using it.

The Named 'captain' grade foe who uses Rapid Strikes and get's multiple parries might just gave some extra FP to allow for Flurry of Blows or Fevered Defense, the mighty thewed Barbarian foe might have some FP for Mighty Blows or Herioc Charge or Rapid Recovery... basically if there's an option I think might make the combat challenging or fun for them to have a limited amount of.

Mooks that don't even get HT rolls and drop after a hit or two aren't using 'advanced options' at all.
