Default Power Builds: Dream Speech & Dream Travel in a Fantasy Setting

I'm having a bit of a headache trying to figure out cost effective way to build someone who can telesend in their dreams out to around 1000 miles and not have it cost a fortune.

Obviously it only works when asleep, a -20% mod? The 1000 mile thing is killing me. Especially with the default range is 200 yards.

Any ideas?

200 yards is only the distance at which there is no penalty, it's not a hard maximum. Telesend-ing to 1,000 miles is simply at a -8 penalty. You can overcome this with Reliable +8, +40% for 12 points.

-20% for Only while dreaming seems consistent with the Dreaming limitation for Precognition (Psionic Powers, p. 16), which is unreliable without a full night's sleep. Is it your intention that they can send to people who are awake? If not, that's Accessibility, Only on sleepers, -20% (Psionic Powers, p. 74).

Thanks. I know I was doing this the wrong way. Reliable does fix the problem.

It's a double issue. Only works when asleep and only works on sleepers. So a net -40%.

Basic, pg 38: (Long Range, +50%) takes the Long Distance Modifiers that Telesend is using and removes range penalties completely.

"Only While Asleep" sounds like "Useless Under Stress", which is a -60% accessibility limitation as described in Basic, pg 110. Combined with "Only on Sleepers" at -20%, you're up to -80% already. :)
