Curses affect how many players when multiple players in combat?

I am playing Munchkin and we are arguing over curses. When two players are in combat against one monster, and the third player uses a curse (Mirror Curse) does that curse apply to one or both players?

Curses only affect one player unless the Curse says otherwise.
