Default Gadgeteering New Spells

Is it possible to use the Gadgeteering rules to invent new spells or is it usable only on gadgets and software?

Anything that is inventionable and/or engineerable should benefit from gadgeteering rules. Spells can explicitely be invented -> gadgeteering should help. IMO this even applies to businessplans and similar things, as long as there is significant "creative change" included.

And how long does the Concept phase take? The invention rules say you can do it once per day, but not how long the process actually is. Does it take any time at all?

So basically it can need as long as you wish it to take. Some of the most amazing inventions have been made while taking a rest room break. Though I'd use the concept roll as an indicator here as well, with a barely successfull roll taking a whole day and night without sleep, while a more successfull one might be an "HEUREKA" moment (just make sure that there is nothing above you, when you jump up from joy).

While not on the level of a Gadgeteer, I've had epiphanies in world design, and I had to write them down, check my GURPS rulebooks to make sure that it would work the way I thought it would, and then flesh out the concept. I imagine there would be an analogous process for engineers.

There is, but then you are already getting into the implementation stage. Of course the difference between the basic concept and implementation isn't as clearly cut as might be expected if looking for the rules only. ;)
