Gigantism and Small Races
If you have a SM-1 race and get Gigantism, it says that you scale your height up by a factor of 1.25 from the racial average, and modify racial SM by +1, and "otherwise the rules remain the same."
Do we agree that p. 19's statement "a positive SM qualifies them to buy ST and HP more cheaply by taking the "Size" limitation," modifies Gigantism to mean that only creatures with Gigantism that are SM+1 or above get the 10% discount on ST and HP? It "qualifies" your character to purchase it, but one of the qualifications appears to be a positive SM. |

Yeah, the Size Limitation specifies SM+1 or greater.
I had a similiar question a while back and asked Sean about it - this is what he had to say.

The discount is based on your total SM, not on what your SM is relative to a normal member of your species. If it were the latter, an SM+4 dragon wouldn't get a discount on their ST unless they happened to have Gigantism, in which case it would only be -10%. So if you're a member of a race with SM -1 but have Gigantism for a +1 to SM, you simply have SM 0 and thus get no size-based discount.
