...the witch's pact is with (an agent of) the same demonic entity that the critters in the dungeon venerate and she is seen as a paragon of their religion? More generally she is some kind of sacred or aspirational figure?

...the witch serves as the tribal spellcaster to the critters?

...the witch is a consort or advisor to whatever is leading the critters?

...the witch lives in the dungeon because she feels like it and the critters don't have the minerals to meddle in her business?

The Witch could have created the dungeon. Needing a stronghold, but not wanting to be obvious about it, the Witch lures the other inhabitans to the dungeon and creates the basics of the ecology they need to live on. The Witch could then choose any of Colonel's options for managing the mob.

Yep, though if you pay attention to the play or even more so read the book, you get the same thing from Wicked, although in Wicked Glinda's more working for the wizard than being the mastermind behind it all herself (on the other hand, the wizard does still end up floating away... so maybe she WAS a devious mastermind after all). But, the wizard is the villain trying to oppress the Animals (who talk, as oppose to animals that do not) and the more they get oppressed, they start losing the ability to speak. In the idea of "One man's terrorist is another man's freedom fighter" the Wicked Witch is plain and simply an Animal rights activist, but the Wizard and his allies win against the "wicked terrorist" that they paint her as. Plus she's using magic she doesn't fully understand, that she can only use because her father is the wizard (though she never realizes it).

You don't even really need to go into Wicked (which basically amounts to a published fanfiction) and its alternative character interpretation; even in the original books by Mr. Baum Glinda doesn't come across as pure as she's supposed to.

For one thing, she magically spies on everyone in the entire land of Oz constantly to make sure they're "being good", including those of the four kingdoms she isn't ruling. About the same as Magi-Chan Sonichu's* constant psychic surveillance of the city of Cwcville to ensure that everyone stays on the straight path, really.

Not as much of a liar and manipulator in the books as in the movie, but still not really a good person in my book.

* Yes, I think the obscure reference is worth making and that the comparison is a fair one.
