...the witch's pact is with (an agent of) the same demonic entity that the critters in the dungeon venerate and she is seen as a paragon of their religion? More generally she is some kind of sacred or aspirational figure?
...the witch serves as the tribal spellcaster to the critters? ...the witch is a consort or advisor to whatever is leading the critters? ...the witch lives in the dungeon because she feels like it and the critters don't have the minerals to meddle in her business? |

The Witch could have created the dungeon. Needing a stronghold, but not wanting to be obvious about it, the Witch lures the other inhabitans to the dungeon and creates the basics of the ecology they need to live on. The Witch could then choose any of Colonel's options for managing the mob.

You don't even really need to go into Wicked (which basically amounts to a published fanfiction) and its alternative character interpretation; even in the original books by Mr. Baum Glinda doesn't come across as pure as she's supposed to.
For one thing, she magically spies on everyone in the entire land of Oz constantly to make sure they're "being good", including those of the four kingdoms she isn't ruling. About the same as Magi-Chan Sonichu's* constant psychic surveillance of the city of Cwcville to ensure that everyone stays on the straight path, really. Not as much of a liar and manipulator in the books as in the movie, but still not really a good person in my book. * Yes, I think the obscure reference is worth making and that the comparison is a fair one.
