Last night I was watching a Sea Patrol where the baddies were carrying diamonds as part of an underground currency transfer.

Why not make this your adventure from the other side? Have the characters be SOE or OSS couriers with a load of coins for resistance fighters. The Balkans are a good place for that. There is plenty of wild wilderness as well as exotic cities, and a multiplicity of political players.

If you like that sort of thing, check out Operation Remorse in WW2 - a huge smuggling, counterfeiting and currency fraud operation carried out against the Japanese, which not only procured supplies for the allied war effort and funded the resistance to Japanese occupation, but also did serious economic damage to the "greater Asia co-prosperity sphere", devalued the Imperial Japanese occupation currency and netted a profit of over £70M (at 1940s prices).
