I'd stick with Compulsive Behavior, which frequently has a reaction penalty associated with it anyway. Compulsive Carousing is actually a decent match for Exhibitionism, as you're going to get a bonus from certain people, penalties from others, and serious penalties in more puritan societies (which would probably include a good portion of the United States when it comes to nudity).

In which timeframe? And for that matter, what kind of exhibitionism?

Compulsions sound right to me.

Note that if someone likes stripping or being seen naked, but knows well enough not to do it when it will cause offense, this isn't worth points (unless it gives them some kind of Reputation).
