Re: If you allow Staff to negate range to things touched...
A related question: how many people apply a -1 modifier for thrown weapons or thrown spells vs. an adjacent hex? It is a 1 hex range, but someone I've always thought of that first hex as a freebee.

I prefer that ruling as well.

In the related topic, I use -1 for range for 1 hex away. Just for the sake of consistency. (Part of me even says throwing some at someone that close (4ft.) would be tougher.)

Re: If you allow Staff to negate range to things touched...
I never saw a way to read the rules implying anything other than -1 for the adjacent hex. If you forgive that, then what's the adjustment for one hex further away? Do you start counting -1 for hex 2, then -2 for hex 3?
Not that I ever liked the -1 for the adjacent hex on a (T) spell. Hence a house rule: no -1 penalty if touching a voluntary subject with your Staff from an adjacent hex. Actually more simply you could forget the Staff and just say: if touching the volunteer, which has to be possible from the adjacent hex.

We always used the RAW -1 per hex for thrown weapons and Thrown spells (except when borrowing the GURPS thing about staff touch as a house rule).
