Using the changing world for In Nomine
In Nomine is very Cold War, and that's great - especially for games set in the Corporeal.
But the world has changed, and that has possibilities for IN. For a game set in Heaven, The War is forever away, and doesn't seem to make sense - just as the crises in the 3rd world are miles away from the 1st. It would make sense if the reason for the limited number of artifacts on Earth is fear of Theft - just as ISIS is running on captured US equipment, Hell could be resurgent due to capturing stuff that Eli has been leaving around on his vacation (adding to the fury of Dominic and Laurence at his absence). And it complicates matters for demons if the bulk of their artifacts have been designed for Heavenly tasks: impressing DPs could come down to finding ways to pervert the intentions of captured booty. A possible Heavenly interlude for angelic PCs would be being recalled to explain the War to clueless angels - angels who have never heard a lie, have never experienced true aggression nor ever known loneliness or despair. Angels whose positions in Heaven allow them to influence a War they have absolutely no understanding of. Thoughts? |

Our Cold War has ended but theirs has not. If new fledges found us hard to understand before, we're nigh incomprehensible now. There's also the matter of explaining the cold war concept to new Soldiers--why don't we just take them out? Why are you letting the enemy live?

You could play up Khalid's struggle to maintain his Word when it becomes more and more associated with fanatic acts of terror.

It's possibly one of the few adventure hooks one could have in Heaven, as it is a place truly blissful and generally devoid of the danger and animus that makes Hell scenarios good gaming fodder. It would still be mostly a social scenario, than exploration or combat, which becomes a table style issue. Even better would be escorting influential superiors to visit an Earth they've been too backlogged with administrative duties to see "the ground level action."
It is canon, IIRC, that several Superiors, I believe Michael chief among them, are frustrated with the lack of experiential perspective some on the Seraphim Council have. Visiting Earth 2000+ years ago is quite the change from visiting today. Granted being an Earth tourist with such a powerful celestial is a bit like baby-sitting a Mary Sue with the power of Godzilla, so that would definitely be another table style issue to consider. |

It would be interesting to play the PCs normal interactions as frankly scary and harsh to those still in Heaven.
Give the players a sense of how they have changed when just 'acting like a PC' is seen as incredibly paranoid, aggressive, suspicious, and even obnoxious. The real consequences of that is a small social separation from the rest of Heaven which worries Dom like blazes.
