Oh, I thought Appearance did directly add to it, the wording from what I recall seems to treat it as such.

Why would Appearance make a difference when trying to seduce someone over the phone? Voice would certainly help here.

Modifiers: +2 for Voice (p. 97); -3 for Low Empathy (p. 142); -1 for Oblivious
(p. 146); -1 to -4 for Shyness (p. 154); -2 for Stuttering (p. 157). Apply any bonus for above-average appearance (p. 21) – or double the penalty for below-average appearance!

That's the modifiers section for Sex Appeal (B219). Notice that both Voice and Appearance are described in unqualified terms. I think the assumption when the book was written that the skill always requires a verbal and visual component.

So it's impossible to seduce deaf people?

Permanent modifiers always permanently add to base skill level (Basic, p. 174). Since Allure, Appearance, and Voice are permanent modifiers, they all permanently add to Sex Appeal, so a character with HT 12, Allure 4, Appearance (Very Handsome), and Voice could buy Sex Appeal-24 for only 2 CP. In addition, since reaction modifiers usually apply to Influence skills, that character would get a further +12(!) to skill when they are engaging in a face-to-face conversation with someone attracted to their gender and race, so a final roll against an effective skill of 36. Of course, it would make sense to ignore Appearance/Allure for blind people and Voice for deaf people, but that would only apply for the bonus provided for the reaction bonus.

Can you explain how Voice might modifier skill when dealing with a Deaf person?

They don't stack like this. You don't add +2 from Voice, then another +2 from the reaction bonus voice gives you. See Social Engineering.

Improved self-confidence? I have looked at Social Engineering, and there is no explicit prohibition against double-dipping (at least not from what I can see). Of course, the reaction bonus from Voice would not apply to non-verbal communications, but Sex Appeal receives a permanent bonus from Voice, so the permanent skill level is still higher (same with Allure/Appearance with blind people). Of course, a blind person or a deaf person may have trouble understanding that someone is trying to seduce them, so they would be automatically immune to certain seduction attempts (non-verbal attempts for blind people, verbal attempts for deaf people). Of course, negative Appearance and bad vocal quality would also apply twice (ugly people should really not attempt Sex Appeal).

There are no bonuses or penalties if the target can't see you:

That is sort of silly. That means that Charisma will not influence Sex Appeal. No, I think that the rules from Basic just make more sense.
