My understanding is that the base setting for Shadowrun was already in this area - I never had the opportunity to play or observe, but I'm told that for a local, one of the most fun parts of the game was watching people from other parts of the country try to pronounce "Puyallup" and "Sequim". (The first is pronounced "pyoo-AL-up", the second "Squim" - the "e" is silent, you see...)
My wife and I also did a writeup of Seattle By Night for the old World of Darkness setting. (Paul Allen is a Nosferatu - that's why EMP looks so ugly. Also, the reason large portions of Underground Seattle are closed to tourists isn't safety, but because the Kindred like to hang out there.) The Kindred in Tacoma are kept separated from the Seattle Kindred by the large population of Garou in the forested areas of south King County. (My character in that setting, a Gangrel Embraced pretty much by mistake, had a haven in the small town of Greenwater, up in the hills. He had reached an agreement with the local werewolves - he didn't make them notice his presence, and they didn't set fire to his haven in the middle of the afternoon. He had a tendency to feed on animals, because the werewolves got a little touchy if he drank from a human even a little bit.)

You could also run a WoD-style campaign where the characters are landvaettir defending Iceland from mystical invasions.

If doing something with supernatural elements, we are reported to have a specific type of evil sorcerer in my area that I haven't heard of as being widespread in general.
The guys can literally transform themselves into bears and/or fire elementals depending on the spirits they make pacts with, with the requirement that they murder at least one person a year.

FYI, Iceland is significantly further away from Norway than Britain is. It would make more sense for the Brits to run their ops from the British Isles.

Actually founding a nation wouldn't bore me and it would require quite a bit before you finish. Anyway you can always liven it up by sending a troll or two or having a bloodthirsty battle; Scandinavians used to like those. Or you can go raiding or trading once you have a base in Iceland. Surely if Snorri can make it sound good you can.
