Dedicated setting/rules packages can be good, very good. But the "feel" for my Discworld (GURPS) campaign is drastically different for my GURPS Steampunk/Victoriana/Space 1889 mashup. Both play great - as long as you are clear which rules are NOT in play GURPS feels different every campaign.

The GURPS Interstellar War (Traveller License) is a variant that simply ignores the GURPS Space rules to emulate that Traveller Jump-Space feel.

The best integrated game is Paranoia - not a campaign game but lite, fast and comic.
