Having solved one apparent case of the Verb doing its thing, it might now be useful to look at what has happened elsewhere; you got something attention when you stopped them from sorting stuff out, but the chances of having walked in on the only instance of it doing something first time?
Ground Floor: Reception, Archives, Meeting Rooms First Floor: Canteen, Main Office Space Second Floor: Management, Office Space So far you've done two off the Ground Floor. Where would you like to try next?

"People who did this" in what sense? The Fundamentals who have sealed the place off? Or the work that the documents record? For the first, talk to Eight. For the second, the inspectors are probably in the building, but the people that they were inspecting are going to be elsewhere.

Eight doesn't know who left them. It might be possible to track back through who was in the meeting room last. Whoever it was will probably be upstairs somewhere, unless they left the building before the lockdown.
