There actually isn't a set order to do things in. You "can" start with whatever bits you think you need for the job you have in mind for the design.

Such as if you want a mining ship to refine fuel for other ships the fuel Refinery module can be the first thing on your list of 20.

I was tryign to impose an order ont he process for the benefit of those who don't seem able to work with such a freeform system.

Combine both books into a nice pirate story.

I have as little use for GURPS Boats as I do GURPS Vehicles*, but a book that fixes the mistake that are DF Thieves would have tons of utility.

If it just further exasperates the problem with Thieves, it would arguably be less useful than the book* I bought, read, and shelved never to open again.

* Yes GURPS Vehicles was too complicated for my use, all that book did was tell me to continue handwaving vehicles.

I used Vehicles, too, and yeah, it required a little bit of arithmetic, but nothing a 13-year-old with a calculator couldn't handle.

I like it because you get exactly the vehicle you want, you know its layout, and you know all of its capabilities.

But, given how phobic people get about arithmetic (doing cube-roots, especially with a calculator, doesn't even really qualify as "mathematics"), I completely understand the decision to go with something simpler.

On one hand, yes, but on the other, I don't find Spaceships simpler; quite the contrary.

(There was a time when I wanted to do some vehicle design, but I had mislaid my calculator. So I got out a slide rule and used that for the cube roots . . .)

And now decide where you're going to put things, which aside from weapons (because it affects which directions they can fire in) is really an aesthetic choice unless ship to ship combat is going to be a big thing in your game.

I just used the calculator on the computer, since I put all the setting notes in my documents folder, anyway. :)
