Talents are clearly meant, as implied by the RAW, to represent inborn Talent.

GURPS Fantasy then posits the option of applying Limitations to Talents, turning them from inborn aptitudes into supernatural abilities, e.g. so that to get the benefit of your Artificer Talent (or the part of it that isn't Limited) you must perform a religious ritual (Prepration Required).

My players may lower a skill with 1pt per scenario (for high skills it will take 4 scenarios to raise it one level, and vice verse although when taking one point of a full level immediately drops it with 1 level and 3pts remaining).

I don't allow player to spend points on Talents during the campang its not part of the campaign itself.

Sometimes, between long-running campaigns, they are allowed to raise an attribute (like ST, HP, FP).
