Default Independent Body Parts: Head active, body dormant?

What is the RAW way to build characters that can survive decapitation, at which point their heads remain conscious and active but their bodies go dormant?

Independent Body Parts (Detachable Head +15%; Reattachment Only -50%) [23].

Thanks! I read just the Detachable Head text, and that was throwing me off. But if you throw in Reattachment Only, then the body is inert and not an "ally". At first it wasn't entirely clear how they'd interact, but this works.
