Default [Magic] Question regarding maintaining spells and recovering FP

Hello, I was wondering what the rules for resting while maintaining a spell are. That is, can you be considered resting (thus recovering FP) while maintaining a spell?

I began to wonder about this after looking at the entry for delay (2 hour duration, 3 FP to maintain). If allowed to recover FP, then the maintenance for the spell is just a minor nuisance.

If a spell requires.concentration, you're not resting. Otherwise, you just have to stay awake.

This makes sense. If this is true, then this is how I would interpret the rule: If the spell is on and gives a -3 to further casting, then you cannot be considered to be recovering FP through rest even if the cost is reduced to 0. If it only gives a -1 to further casting, then you can recover FP through rest as long as the duration of the spell (assuming spell is maintained) is longer than it takes for FP to be recovered or if the cost to maintain is reduced to 0
