Bulldog elected mayor in small town

There's an Alternate Earth where cloning was figured out REALLY early (there's a lot of Alexander the Great clones to govern the various regions).
They managed to create a viable human/chimp chimera species. And one of them was elected to a political position. I'm probably misremembering the details... And in a Sci F novel, Fiben Bolger (a blue-card neo-chimp) is vehemently opposed to the attempts to parlay his war hero status (and sudden white-card status) into a political career.
