What became of Little Sam? Did he follow his father into the Watch, or was he strongly discouraged from doing so?
He, or children and grandchildren are quite wealthy. Did he get more involved managing the estates? Or in the more general sense, what is the landed nobility up to? Are they just becoming more and more irrelevant as their relative wealth declines? Is there a faction of aristocrats trying to roll back water clock? Did the Agatean Empire ever get opened to Circle Sea commerce, or is it still just "nothing beyond the wall but vampire ghosts"? The immense amounts of gold there will attract businessmen/adventurers anxious to get some of it, but doing so may be tricky. Now I am picturing a naval standoff as steam octironclads rule the seas, but can't come within a league of the coasts due to the Barking Dogs on every headland. Perhaps they remain a hermit kingdom and the only significant power not complying with the No First Use policy.

Indeterminate. Not really the part of the setting I'm thinking about. I'm looking to run a steampunk game, not a Discworld-witches game. But the default assumption is that the book characters are almost all gone, one way or another, to create an essentially new game setting.

It was already getting pretty open by The Last Hero, let alone The Compleat Discworld Atlas -- but under an idealistic, rather flaky revolutionary regime. I'll probably define it as a mixture of 19th century Japan, Nationalist China, modern Japan, and modern China. Bes Pelargic should definitely be modelled on 1930s Shanghai, because it'd be a criminal offence not to.
