Actually, the baddies are NPCs. The PCs learned about suspicious activity in the sewers, but were too chicken to investigate further. They decided to do other things in the meanwhile, thinking (I suppose) that this little adventure would be there when they had a good plan for what to do.

To be fair, there's a lot on their plates at present, so it's understandable that they put the sewers on hold.

But I'm planning to play through the robbery and figure out what happens next. Two of the PCs work on the watch, so they may be part of the investigation if they're in town when I decide it happens.

The PCs, thus, are more or less innocent bystanders, but the players should kick themselves for neither thwarting nor participating in the robbery. This isn't a video game where the action stops when you leave the scene.
