I think, per Answer 4, it's recognised that the natives and the precursors were distinct races. Unless that's what you mean with the politicians' claim?

The Servitors (this is their official name), were designed and constructed by a team of geneticists under Former Academician Abbi Rowland, years before the yellow expedition. The Forty Fourth Republic governs the whole of this system, known as Pascal's Wager, as well as two other notable systems 7 and 9 light years away, and stakes claim to the handful of minor systems in the vicinity. New Hong Kong serves as the entry port for all 3 systems and thus all incoming traffic must pass through or terminate here. The whole region has various forms of precursor tech, but of course the Republic is cagey about how much of it works for them.

Don't be silly; nobody bypasses New Hong Kong; great places to eat, drink, have a good time, meet interesting people, oh right, most importantly weak, weak customs. If you want entry to the 44th Republic, you'll need an entry transponder, which means dealing with Quarantine Enforcement. Those guys are scary, I've heard stories about how they just shoot people who try to bribe them, and if you try to dock with a station without a transponder KA-BLAM! Of course, people are always trying to get around them, with Rube Goldberg-like contraptions to get contraband on board after receiving the transponder, but it doesn't work, leave system, transponder void, dock with a transponder-free ship, transponder void. I've heard rumors of a smuggling ring that has some way of fooling Quarantine's system, but I'm not sure how.

Now its my turn to not read. I've changed it to give a new name and reverse the political claim: the "out" view is that Pascalons are descended from the Precursors.

In the Fourty-Fourth Republic, The servitors enjoy both citizenship and a battery of laws protecting them from "exploitation". Some of the protective laws are arguably oppressive to the servitors, but the bulk of the laws elevate servitors almost to a higher level of citizenship. This is in stark contrast to the 43rd republic, where servitors suffered a period of what amounted to slavery.

For this to work with the fact that New Hong Kong is the entry for this and 2 other systems, let's say the transponders allow one logged jump within a window of 2.1 days to Morton's Fork or 2.75 days to Plato's Cave, matching the 1 parsec/day speed.

The government of New Hong Kong doesn't bother dealing with licensing of anything short of things that are obviously dangerous. There are no special protections that apply to independent courtesans (corporate ones usually have private security), and the punishments are identical to general assault. Some traditionalists from the 44th Republic have been recently demonstrating against legalized prostitution in New Hong Kong, which has enhanced protections to some degree.
