What's the intent? I don't see a fundamental issue with it, but I also don't see the reason for it. Is the intent to be a Potential Advantage (B33?)

Yes, except for gear rather an Advantage. Also, Signature Gear is an ongoing insurance policy while Potential Advantage happens once. Although, in general Advantages already have more plot protection than gear does so that may not be much of a difference.

Potential advantage for signature gear (meaning you are expected to acquire the signature gear at some point in the future) seems legal. That's basically what the 'broken but will be fixed' sword is.

A far as the atl-atl goes, a launched spear is going to be fast like an arrow. Due to its mass I would treat it as maybe 1 point easier to parry than an arrow, using the appropriate abilities. But if you didn't want to houserule, I would absolutely rule that launching it from an atl-atl turns it into an arrow, rather than a spear, in terms of whether it is a missile and whether you can parry it. Parrying a spear or dart launched from an atl-atl would, in fact, be terrifying difficult and difficultly terrifying.

A coupler of thoughts, on flaming weapon, it comes with an enchanted scabbard, something like flameproof cast on it, that allows to weapon to be safely carried, it is free with the sword, costs money to replace if lost.
Dwarven whet stone, not on bodkin arrows, fine on standard arrows.
