That's at the low end. You could have someone that could fly, but not much faster than a walk, and with no secondary powers. Useful, but it's not going to make you an X-Man.

Don't discount useful advantages with ridiculous limitations for Deuce powers. Sure, -80% is the limit you can apply as a discount, but you can still pile on the limitations if you want!

Area effect forcefield DR sounds grand at even low levels until it glows, hums loud, is ablative, and is only effective against physical attacks from octogenarians. It is useful for determining if someone is an octogenarian, however.
