Pre-orders?

Is there a way to make pre-orders? I will pay for GURPS Guns now, if so.

There isn't, unless a product has been Kickstarted. GURPS Guns appears to be a reasonably normal project, and is following the usual publication process.

Warehouse 23 has some options for preorder, but I believe these are items that are fully produced and just waiting for the physical product to arrive from the printer.

There have been Kickstarters for specific items in the past, but I believe they found those to be something of a headache and generally not worth the effort for most projects (or maybe better phrased as "not worth the change to usual practices"). Products have been known to get cancelled for various reasons, even relatively late in the production cycle. Taking on preorders could cause serious problems if something came up that made getting the product out in good time impractical.
