What I was talking about is that combat skills (however you achieve them) are wasted points in a campaign that features virtually no combat.

And vice versa, it's an incredibly important thing to remember in GURPS where there are SO many options. Unused things shouldn't cost points.

Exactly. But "How good am I at killin' stuff?" is so much the default measure of character capability, that I feel it useful to point out that campaigns exist where the murderhobo skills are the ones that are wasted points.
