Riggs is almost a canonical examples of a long series of failed control rolls.

Incidentally, as a side note: I'm not sure we ever learn explicitly how old Murtaugh is, but presumably not too terribly different from the age of the actor. Depending on where in the shooting schedule this was, Danny Glover was either 39 or 40 when he said the line. By comparison, Donald Glover will be 38 this fall.

Riggs is the poster child for On the Edge.

Looking at his Wikipedia entry, Murtaugh celebrates his 50th birthday party at the start of Lethal Weapon.

Inevitable Song of Ice and Fire: The Red Viper continually pushing The Mountain's Bad Temper until he confesses to killing Elia.

Various Stark related examples may be more Code of Honour conflicts than self-control problems.

Joffrey rarely passes a self control roll, and may not even be attempting them.

Tyrion regularly fails to restrain his smart-assery ... but this may be an OPH...

I can't imagine it's more than quirk level, but it did almost get him killed, so, yknow.
It appears to be a racial trait.
