Default Zone of Compulsion

Mind Control, as written up in the Basic Set, is primarily a single-target power; you can add new people to it, but at -1 per previous subject, which implies that you add them one at a time. But it's not at all uncommon for telepathic characters to be able to dominate everyone in an area; Nels Bergenholm (or the Arisian animating him) does this in First Lensman, and Charles Xavier has done it fairly often.

Is there a way to represent this?

* Area Effect gives you the area, but you can only make commands to one person at a time, and you have the cumulative -1.
* Broadcast lets you send to everyone in an area, and might let you command everyone in a group at once, at a -4 penalty—but normally it centers on you and where you are.
* Independent avoids the penalty for adding additional subjects, but still requires you to initiate control on one at a time.

Could this work with some combination of these, or with some other modifier?

Actually, Area Effect already does exactly what you're proposing - it lets you affect everyone in the area, not individually, as long as you're issuing the same commands to everyone. See the Area Effect description in Powers, p. 100.
