It has to put the character in harm's way that they could otherwise avoid within the story.
One can't have steal everything not nailed down as a rogue in DF. That's somewhat assumed anyway.

Town NPCs and other friendlies own things not nailed down, too. That presents a considerable risk and runs counter to the way I would play and run DF expert treasure finders.

The habitual rogue players I know act rather kleptomaniacal. But NPC irritation is a rather minor issue for most DF style games.

That's certainly the way I picture characters with a Higher Purpose. It's hard for me to imagine how they could really have a higher purpose without being concentrated on that purpose in some fashion. The RAW description of HP says it acts like a Code of Honor. You could probably just break the Advantage down into CoH [-15] + (+1 to certain rolls) [20].

Remove Gum from NYC subway sounds like a Sisyphean or Herculean task. If this were on my sheet I'd call it a curse.

Just move to Singapore. Importation of chewing gum is banned and there's a $500 fine for littering chewed gum.

In Astro City: Dark Age, the Williams brothers appear to have a "Higher Purpose" of seeking vengeance for the death of their parents. (Because they aren't just obsessed with it, but they get really formidable when they're doing it). Of course they basically retire as active characters when their goal is finished.
